Dr. Philip Makotyn is the Deputy Chief Technology Officer of the Illinois Quantum and Microelectronics Park. In this role, he helps shape technical strategy, infrastructure, and partnerships. Previously, he served as President of Vexlum US, a semiconductor-laser company delivering key components for the quantum industry, where he led the U.S. subsidiary and drove partnerships, strategy, and commercial expansion. With nearly two decades in quantum technologies, Makotyn has contributed to technical innovation, business strategy, and ecosystem development at Lockheed Martin, Honeywell Quantum Solutions, and as the former Executive Director of the CUbit Quantum Initiative at the University of Colorado Boulder. He has served on the Steering Committee of the National Photonics Initiative and on the advisory committee for SPIE’s Public Policy Advisory Committee.

Makotyn earned a Ph.D. in Physics from JILA, a joint research institute between NIST and the University of Colorado Boulder, and holds bachelor’s degrees in Electrical Engineering from the University of Illinois Urbana-Champaign and Physics from Elmhurst University.
